As a former diplomat, I had the opportunity to observe the behavior of low distance from a magnificent view.

The complexity and challenges in America and other countries around the world multipolar, interdependent, turbulent and rapidly changing today is staggering. But the art of statecraft has not changed since the birth of nation states and can be reduced to five rules or principles fundamentals, which are all closely linked.

Together, these rules constitute the playbook by which world leaders to achieve their work goals in the field of foreign affairs dangerous.

Rule No. 1: The first duty of a state is to survive.

Survival is paramount. Everything else is secondary. The values and morals are sustainable in the altar of survival. All the important acts of a state, defined here as a simple operation organized political community under one government, aim to preserve himself, his system and way of life.

This rule was invoked by the United States when President Truman ordered atomic bombs to devastate civilian centers in Nagasaki and Hiroshima. It was carnage of a unprecedented scale on non-military targets, but it has been justified on the grounds that it was necessary to force Japan to surrender without further delay. The nuclear bombs, in fact did just that and saved perhaps more than a million American lives.

The end (the survival of an extremely large number of American lives) justifies the means (Massive destruction of two Japanese cities).

Rule No. 2: Policy Foreign is an extension of the national interests of a country.

When world leaders are going to the negotiating table they bring with them the hopes, fears and dreams of their people. Specifically, that every leader is willing to give (in exchange for this the other wants) depends on how each element of the table of impacts on the internal politics of his country and interests. In a very real, each leader is a hostage to this reality.

Take the war in Afghanistan, where U.S. and its allies in Pakistan can not not see eye to eye on the problem of Taleban insurgents operating from their sanctuaries in Pakistan. For U.S. military leaders, the Taliban continue to survive and mount attacks against American targets because Pakistan is coddling the insurgents.

Why is Pakistan, an ally who has received billion of U.S. aid in recent years, protection of the Taliban? Because it is the fear is greater security of its large neighbor, India. Pakistan needs a friendly buffer Afghanistan, which will act as a counterweight to the growing power of India. This fear prevails on this discomfort to displease Washington.

Rule No. 3: We can not Geography escape.

Geography is the foster mother of nations and its first line of defense against invaders. Woe to a nation neglecting this reality.

The United States is not called "Fortress America" for nothing. The chance of having a country-sized mainland and bounded on its eastern flank and west by two of the great oceans of the world, the United States is geographically endowed with protective barriers against wars that ravaged large countries of continental Europe during two world wars.

A foreign policy of the nation, being a continuation of its domestic policy, must never lose sight of the interests geographical wealth on its banks or lack of, and the calculation itself its neighbors. This accounting and asset management of a nation and liabilities, its armed forces, manpower, land, inland waters, natural resources, infrastructure, intellectual, and so is compatible with the saying, "Know yourself, your friends and enemies."

A leader who is in negotiations without a solid understanding of the strengths and weaknesses of his country is a leader prepared with a weak hand and fragile.

Rule No. 4: Size (Power) questions.

Powerful states triumphant write (or rewrite) history. In times of war and peace, size matters. Of the Roman Empire after the war, the Pax Americana, the power (military, ideological, political, psychological and economic) dictated the course of history.

But although most often, the big states get their way, directly or indirectly, small states who know how to play the power game can sometimes compensate for their small size. A simple way is to have relationships and strong partnerships with the powerful states like the United States, Russia and China, an alliance that protects the weak states against the machinations of the highest foreclosure.

Short of war, most of the time, powerful states to achieve their foreign policy objectives through a combination of quiet diplomacy, the leverage of persuasion, and rewards and punishments (sticks and carrots).

A rare example of a small state brandishing respect and power far beyond its shores of Singapore. This tiny island city-state without natural resources, has won acclaim by replacing its underdeveloped state of a power plant, Premium economy is the envy of many nations. In international forums, the voice of Singapore is always a respect.

Rule No. 5: There are no permanent friends, only permanent interests.

Foreign policy is governed by morality pragmatism hard nose. To paraphrase strategic thinker Leslie H. Gelb, idealism, reason, and the values are very good, "but they are only preliminary."

Friends of today may be tomorrow's enemies and vice versa. Consider the following:

1). China and Russia, once American Cold War evil enemies could now be considered relatively viable partners in international relations.

2). Germany, a formidable and hated enemy of America during the last two World Wars, is now a reliable ally of the United States.

3). Similarly Japan, a country that has imposed a near-fatal blow against U.S. naval forces in the Pacific theater, was a large American ally.

Again, the end (of the economic partnership and security) justifies the means (sleeping with a hated enemy once).

Statecraft recognizes that the world is not black and white combination, but one of them. A wise leader learns quickly that it is best to be as independent as possible and not to expect too much from other nations.
