According to Job chapter one, Satan can do nothing without God's OK. The answer is "both".
David was making himself vulnerable due to his escalating pride over his exploits and the city of Jerusalem. He was seeing himself as the architect of God's city and land, and not God Himself. Because of the hedge of protection around David placed there by God, Satan would require this lowered to gain access to his spiritual hearing. God agreed, lowered the protection, and Satan was able to tempt him accordingly.
