I should say you can only buy books in Kindle format from Kindle store:

1. There are some websites providing free Kindle books which are in public domain. The best one is http://manybooks.net

2. Many ebooks are sold in PDF format. They can still be read on the Kindle. The best website selling PDF ebooks is http://ebooks.com/ . Just choose Adobe when you checkout.
